MDHHS announced new emergency rule for restraining children
ALPENA, Mich –Yesterday the Michigan Department of Health and Human Services announced emergency rules for restraining children in child-
caring institutions.
The department’s actions follow the death of a 16–year–old who was improperly restrained at Lakeside Academy, a residential treatment facility in Kalamazoo.
The department’s goal is to reform the states child welfare system by introducing new measures to better protect youth in foster care.
In a press release Governor Whitmer said, protecting the most vulnerable populations is a top priority.
Child–caring institutions licensed by the state are currently prohibited from using restraints that involve placing children face down.
